As a steward of taxpayer money, we take the contracting process very seriously. All major projects are “put out for bid”, meaning that local contractors are able to see a full project description and then submit a bid to VA. We evaluate these bids according to specific rules and policies and choose the bid that will best meet the needs of VA. By law, VA can only evaluate prospective contractors by their submitted packages and can only hold contractors liable for contracts with VA.
In addition, VA has a very strict policy concerning contracted work. By law, all contractors and subcontractors working with VA are required to pay prevailing wages (also known as Davis-Bacon wage rates) to their employees. We routinely monitor our current contractors to ensure that fair wages are indeed being paid according to contractual standards.
